Why won't paypal tell me if ive been verified to get a paypal debit card?

I applied for a debit card from paypal today, and they said it would take 5-7 business days to decide if i am eligible for the card. They also said that It will take 4 weeks to deliver it to me. So does this mean I have to wait 5 weeks to see if I do or don't get the card??? I dont get why they cant just email me and tell me if I was eligible or not...
